Fire Safety में आग लगने की संभावना को कम करने के लिए उचित सावधानी बरतने और आग लगने पर Response करने के तरीके को जानने की जरूरत होती है। आग के प्रारंभिक फैलाव के दौरान आग की केटेगरी को जानना, इसको सही से आग बुझाने वाला यंत्र को चुनना और उचित उपयोग की तकनीकों को जानना महत्वपूर्ण है।

एक Fire Watcher को उस क्षेत्र की सुरक्षा के लिए लगाया जाता है जहां Open Flame Hot Work होता है। Oil & Gas Industry में, बार-बार Hot Work से चिंगारी और लपटें पैदा होती हैं जो आग का खतरा पैदा करती हैं। एक Fire Watch असुरक्षित कार्य स्थितियों की पहचान करता है और संभावित खतरों को कम करने या समाप्त करने के लिए Extinguish तकनीकों का उपयोग करता है या Emergency Service को खबर करता है।

Fire Watcher Kya Hota Hai?

वह व्यक्ति जो Hot Work Permit के द्वारा परिभाषित Open Flame Hot Work की निरंतर निगरानी करता है उसे Fire Watcher के रूप में परिभाषित किया जाता है। Open Flame Hot Work से मतलब ये है की जिस काम में Open Flame यानि चिंगारी या स्पार्क पैदा होता हो और जिससे आग लगने या विस्फोट होने का खतरा हो, जैसे की Welding, Gas Cutting, Grinding आदि।

किसी भी  Industry के Construction या Maintenance के काम के दौरान बहुत प्रकार के Hot Work किए जाते हैं जिसकी निगरानी लिए Fire Watchers की जरूरत होती है। Fire Watcher को Fire Safety, Fire Fighting Equipment को Operate करने और Emergency Response की Training दी जाती है उसके बाद उन्हें साइट पर भेजा जाता है। अब मैं आपको Fire Watcher Duties / Responsibilities क्या होती है और Fire Watcher Roles and Responsibilities के बारे में नीचे बताता हूँ।

1.  Hot Work Monitoring

Fire Watcher की सबसे Main Duty ये होती है की जब Hot Work स्टार्ट हो जाए तो Hot Work करने वाले व्यक्ति के कामों और आसपास की स्थितियों का लगातार जायजा लेता रहे। Fire Watcher को ये ध्यान रखना होता है की Hot Work से पैदा हो रही चिंगारी या गर्मी से आस पास कहीं आग न फैल पाए।

2.  Check Combustible Materials

Fire Watcher को ये भी ध्यान रखना होता है की जिस जगह पर Hot Work Start होने वाला हो वहाँ पर किसी भी प्रकार का कोई जलने वाला समान (Combustible Materials) न रखा हो जैसे कोई कागज, Scaffolding का Wooden Boards आदि। अगर इस प्रकार का मटेरियल्स मौजूद होता है तो इसे हटा देना चाहिए और अगर हटाना संभव न हो तो Fire Blanket से अच्छी तरह ढक देना चाहिए।

3.  Fire Safety Booth

Fire Watcher को Fire Blanket का बना Safety Booth को बनाने में काम करने वाले Crew की मदद और Guidance करना होता है ताकि Hot Work के दौरान चिंगारियों को बाहर निकलने से रोका जा सके।

4.  Ensure No Sparks

यदि कोई Open Flame Hot Work का काम जैसे Welding, Gas Cutting आदि चल रहा हो तो Fire Watcher को यह सुनिश्चित करना चाहिए कि Welding Booth के किसी सिरे से कोई चिंगारी बाहर न निकले, Fire Blanket सही से Enclosed किया हुआ होना चाहिए।

5.  Keep Ready Fire Hose

Fire Watcher को Hot Work लोकेशन के बहुत पास वर्क क्रू की मदद से एक Fire water Hose को Hydrant से कनेक्ट करना होता है ताकि Fire Emergency में इसका उपयोग किया जा सके।

Note:- इसकी जरूरत हर जगह नहीं होती है, ये Location और Work Permit पर निर्भर करता है।

6.  Ready With Fire Extinguisher

Fire Watcher को Fire Fighting Equipment जैसे Fire Extinguisher को कैसे चलाते हैं इसके बारे में पता होना चाहिए, ताकि कोई छोटी आग लगने की स्थिति में वह इसे बुझा सकता है।

7.  LEL Monitor 

Fire Watcher को LEL Monitor को देखना भी आना चाहिए जिसकी उन्हें अलग से Training भी दी जाती है, ताकि अगर जरूरी हो तो Flammable Gases और Vapor की Atmospheric Monitoring भी की जा सके।

8.  Emergency Response

चोट लगने, आग लगने, गैस लीक या किसी अन्य आपात स्थिति में, Fire Watcher को Hot Work उपकरण को बंद करना होता है, Hot Work करने वाले और उसमे शामिल व्यक्ति को सचेत करने के बाद स्थिति के हिसाब से Response करना होता हैं।

11.  Don’t Leave Location

Fire Watcher को उसकी Duties के अलावा कोई और काम नहीं करना चाहिए और जब तक Hot Work चल रहा हो तब तक उस स्थान को छोड़ना नहीं होता है। थोड़ी देर की लापरवाही एक बड़े Fire Accident का कारण बन सकती है।

Roles and Responsibilities of a Fire Watcher

• The main duty of the Fire Watcher is that when the hot work starts, then the person doing the hot work continuously monitors the work and the surrounding conditions. The Fire Watcher has to ensure that the spark or heat arising from hot work does not spread the fire anywhere nearby.

• The Fire Watch also has to keep in mind that in the place where the hot work is going to start, there is no combustible material of any kind, such as any paper, wooden boards of scaffolding, etc. If this type of material is present then it should be removed and if removal is not possible then it should be covered with a fire blanket.

• In the event of an injury, fire, gas release, or another emergency, shut down Hot Work equipment, alert the person doing the Hot Work, and initiate the proper response for the situation.

• Trained on the proper use of flammable atmospheric monitoring equipment that they will use (if any) and the specific fire extinguishing equipment provided.

• A fire watch should know about hot to Fire Fighting Equipment Such as Fire Extinguishers, in case of a minor fire, he may extinguish this.

• If any open flame hot work is going on such as Welding, cutting, etc then he should ensure that no sparks should come out from the firing booth.

• A fire watcher should help and guide the working crew in erecting the safe working enclosure with a fire blanket to prevent sparks from coming into an open area.

• Fire Watchers should also connect the Firewater hoses with the help of a work crew very near the open flame hot work location.

• The fire watcher must know the Emergency Procedure in case of any fire occurs, he must know how to react in case of fire and explosion; he must know the Nearest Assembly point and Manual Call Point Location, should be aware of the Emergency contact number, Exact Location with Area/Plant Name and Equipment Number, and can communicate clearly about the incident to the rescue service.

• The Firewatcher shall be present for at least 30 minutes after all High Energy Hot Work is done when there are Combustible or flammable materials

• The Firewatcher shall not be assigned any additional duties or tasks that will in any way conflict with his responsibility as a Firewatch.
